How to read this
HHI is the sum of squared shares, from near zero when supply is spread evenly to 10,000 when one state holds all of it. Above 2,500 is treated as highly concentrated, between 1,500 and 2,500 as moderately so.
Effective states is the number of equal-sized states that would produce the same HHI. It is the plainer version of the same fact: 9.4 states' worth of material supply, spread across 24.
